Just wondering if there is a tension in all of this. By design, digital technologies replace localism with universalism. Creating governance for digital is, in effect, setting a frame for this universalism. Does this mean that there are two key governance decisions. One is the physical frame of what localism means and how that relates to the existing geography structures of decision making. The second is what content boundaries should be set to ensure that localism does not replicate what happens elsewhere.
